New York budget skirts Campaign for Fiscal Equity decision

Apparently, the desire to finish writing a state budget before the April 1 deadline in Albany is short-circuiting efforts to address the funding-adequacy decision. I'm not sure how Gov. Pataki is appealing the decision (the Court of Appeals is the New York equivalent of the Florida Supreme Court), but apparently he is (I suppose to federal courts, though I'm guessing they'll refuse to take the issue up, so it may be just a delaying tactic).
